[Biweekly Symposium] No.390:On the Reform of Property Rights of Firms Founded Chinese Government

The conference was held in Unirule Institute of Economics on Jun.31 2009. The subject was the report addressed by Sun Xianzhong: On the reform of property rights of firms founded by Chinese government.
 
Professor Sun contend that, the uniform, exclusive ownership should not be assigned to the nation, which will pose a lot of unnecessary problem. On one hand, the relationship between the government and the firms should be restructured, only the investment relation is clarified, the relation between the government and firms will be clear. On the other hand, we should emphasis on the principal of civil and commercial laws, which is to diversify the investment.
 
After Sun’s lecture, Prof. Shi Tiantao also delivered his own opinion on two issues about the investment relationship of state-own assets and the relationship between central and local of the ownership of state-own enterprises.
 
Xu Xiaosong argued that corporate ownership was not the key point to distinguish government and state-own enterprises.
 
Yu Qing believed that we should observe the actual rights and the legal rights, from the context of economic transition, in order to clarify the relationship between government and enterprises. Meanwhile, we should put more emphasis on the evolution direction of corporate governance.
 
Prof. Gan Peizhong deemed that corporate independent personality was the key of corporate ownership’s financial rights.
 
Finally, Zhao Nong directly pointed out that the substance of the problem was not the corporate ownership’s financial rights, but state-owned enterprises changing into bureaucratic capital.
